Powerful solutions begin with strong partnerships, and Harris County’s STAR program is a shining example of what can happen when the public and private sectors partner together to create impactful, lasting change.
Recognizing the need to help defendants in drug court successfully battle their addiction and dependency issues, in 2003 the Harris County Drug Court Foundation developed the STAR Program, which stands for Success Through Addiction Recovery. STAR is a voluntary, substance use disorder treatment program for non-violent drug dependent offenders who have cycled through the revolving door of the criminal justice system and want to transform their lives for the better.
STAR consists of a three-phase intensive and highly structured treatment program, followed by a 12-month aftercare program. During all three phases, participants attend 12-step programs or an approved alternative, participate in group and individual treatment and counseling programs, submit to frequent random drug testing, and have regular judicial interaction.
With over 500 individuals successfully completing the STAR Program, graduates experience transformative change, resulting in reunited families, saved lives, and new opportunities for success.
